What does "is sent to" mean?

Having played around with wordpress.inspector.io, I’m certainly interested in this plugin.
I just wonder: what exactly do you mean by “Your WordPress URL, Theme and Plugins are sent to https://wordpress.inspector.io”? The (theme, plugin) files are actually sent to your server, and then analyzed there?
If those files are not sent away, what does the plugin do that using wordpress.inspector.io does not already do?
