[NSFW] What Does the Question “Do You Target California” Mean?

I recently rebuilt my website after closing it earlier this year. It was only online for a few weeks and I briefly used the premium version of the plugin before closing the site. I’ve reinstalled plugin and am already lost. Regarding the second question on page 1 of the wizard, what do you mean about whether I target California residents? I live in the US and my website is accessible by anyone anywhere in the world.
