What happened to the "Apply before tax" checkbox on coupon codes?

Several articles I’ve read state that there should be an option “Apply before tax [checkbox] Check this box if the coupon should be applied before calculating cart tax.”
I’m running the latest version and do not see this. I’m using coupon codes as gift certificates and need the ability to charge tax at the time the coupon is used. As it stands now, tax is not charged.
