    It sounds like your question related to the Loco plans which are based on storage quotas. You don’t need an account on the main Loco platform to use this plugin. The plugin is separate, and entirely free:

    Does it store in the database?

    No. This plugin is a PO file editor, all translations are held in the PO files and compiled to MO and JSON files for WordPress to access.
