What is best plugin for site migration?

There is no such thing as “the best”. Then everyone would use one. Fortunately, we have many to choose from, including free ones.

I like to use UpdraftPlus: https://www.ads-software.com/plugins/updraftplus/

Others also like to use Duplicator: https://www.ads-software.com/plugins/duplicator/

I have run it for several years without failure. For large sites either you have to download 2-parts install or you have to pay.
