What is ‘best way’ re cpanel/fantastico install of wp

Greetings – looking for the best way to have WP installed when using as a CMS. Site is hosted on Unix with cPanel. Fantastico install to root directory is /public_html folder (or www folder). Straight install of WP has been done (leaving directory option clear so default install); site customized and content loaded. However BM (board member ?? ) of society cannot get site to resolve using https://www.fvms.ca whereas the ‘rest’ of us have no problem (he’s on Windows XP platform running MSIE 7.0.57, hi-speed cable)
Indicate to him to put https://fvms.ca into browser which works. I try changing URL/blog address under Options-General from fvms.ca to https://www.fvms.ca to see if that helps. Shortly after that the web hostings servers go down for a couple of hours (yeah…fun). Once back up, he can’t get into site at all – the rest of us can. It made no difference for me to access the site using https://www.fvms.ca (Windows-Vista, MSIE 7.0.6, ADSL)or https://fvms.ca.
Soooo, what the heck! I’ve changed the Options-General URL address back to the default and am wondering if that was the problem (I’ll have to wait to see if he can access after night shift) I wouldn’t have thought that this would be an issue. Plus he can’t see another website page (same servers, same DNS, different domain, WP installed for one page news blog in blog directory). He can see other blogs and other websites hosted by the same company.
Just wondering about the best way to install WP when you want the index page to resolve at the domain name, what I possibly have done wrong and/or? I find it very odd that a bunch of us can access the site with no difficulties (from different locations/ISP’s/computers/etc.) while BM has consistently been unable to using https://www.fvms.ca or at all.
BTW, had him clear internet cache (2x’s), do a traceroute (hopped thru to web host servers) and checked with webhost to make sure BM’s IP# wasn’t ‘caught’ in their firewall.
I’m stumped (besides being a noob to WP)
