What is executed first — Filters or Rules?

Hi,

Are filters or rules executed first?

On the relevant screen, filters are combined together in front of the rules. Does it mean they are running first?

What I am trying to do is to set a custom field (which is empty by default) using rules and then filter out all entries that have this field as empty.
