What is the optimal approach for implementing an FSE theme?

Hello, I have a few questions before starting with WordPress.

I’ve heard that FSE themes are considered the future of WordPress, but it seems like the only FSE themes available are the default ones, like Twenty Twenty-Four.

Themes like Kadence or GeneratePress support blocks, but they still seem to be classic themes.

Here’s what I’m curious about:

What would be the better choice between creating a blank FSE theme and building the site using block suites like Kadence Blocks, or creating a child theme of an FSE theme like Twenty Twenty-Four and then using block suites like Kadence Blocks?

(The reason I’m considering creating a blank theme is that WordPress releases a new theme every year, so I’m wondering if template migration is really necessary.)
