What is the purpose of the NO button?

This plugin is specifically for accepting or rejecting cookies, not for enabling or disabling the entire site. If you have set up the script blocking section properly so that the cookies are set by the script that executes after visitor accepts the notice, then that script will not run when the visitor presses NO and thus cookies are not set.
