What is this color definition

I have never seen on-screen color defined this way:

navbar_main_color = { 0.203125, 0.59375, 0.85546875, 1 }

I understand these are R,G,B and Opacity. I’m familiar with traditional RGB and Hexadecimal. But how does one come up with these numbers? Is there an app or program your team uses to get the code above?

I’ve searched the web using different terms, but can’t come up with anything that defines color like this.
