What is this scrolling effect called? How would you get this on site??

    How would I go about getting that effect to add the same idea – website portfolios that would scroll like that?

    Technically speaking, this is a pure CSS effect where the position of the background image is changed via CSS when hovering. Pretty simple, but also looks nice when used with appropriate graphics.

    However, I am not aware of any portfolio plugin for WordPress that supports this. I would recommend you just take a look at the most comprehensive ones: https://www.ads-software.com/plugins/tags/wordpress-portfolio-plugin/ – and then ask their support forum whether it works.
