What runs the plugins/themes sites themselves?

    What back-end software runs the plugins and themes parts of www.ads-software.com? Is it open-source?

    I want to run a site that allows uploads of files, ratings, and discussion about those files just like the plugins site.

    Trying to search for or find information on this is practically impossible because of the meta nature of the question. Searching just lands me on the plugins page. I want information on the software that runs the page itself.
