What Theme is This?

Possibly a custom made or premium theme. There wouldn’t necessarily be a name for it.

Well, I doubt you’ll just find a copy of a custom theme. Try contacting the owner of that site, and see if he’ll let you have a copy of it.

He is impossible to contact.

I was meaning, if it was a custom theme, if anyone is available for me to hire them (freelance) to create a custom WP theme based off this design.

That’s a pretty basic design – although I don’t think it’s a wordpress site – you can start by previewing similar two column, white themes in the
free themes directory. follow this link https://www.ads-software.com/extend/themes/tag-filter/ select “two column” and “white” and hit the find themes button. That might inspire some ideas.
