What? We Have to Come Up with the List?

Well, I guess that makes sense, but it would sure be nice if we could import a plain text file of items. I would like to provide this plugin to multiple clients.
And is there any way to control where the list appears under the edit field? I tried this on two sites; one had it below a bunch of other things, and one had it close to the top.
