what’s the purpose of <?php_e (‘ ‘) ???

in these two lines of code:
‘<h2><?php _e(‘Links’); ?></h2>’
and
‘- <?php get_links_list(‘name’); ?>

I understand what the second line is doing: getting the link list and echoing the names on screen.
But what does the first line do, beside echoing the word ‘Links’ on screen?
