When click on tag, display posts from tag and category?

If I click a tag on the bottom of a post, is it possible to only show posts with that tag and from the same category as the post?
And to take it one step further, I filled a div in the sidebar with all the tags that posts from a certain category have. Can I make it so that when I click them they only show posts from that category and have the tag?
