Where are these web.config files coming from?

  • Web.config files are spontaneously appearing in my database.
    When they appear it cuts off access to the database and all that appears in a browser is a 500 error that says the resource can’t be accessed.
    When I delete the web.config file the site reappears immediately.
    Where are these files coming from?
    I have WP 2.9.2 installed on Windows IIS 7.0 server.
    Is the IIS the problem?
    These files are appearing completely randomly.
