where can I submit language request

Hi there folks ??

I’ve been at it all day long trying to translate woo commerce for my site and apparently no plugin or software for wordpress can handle Farose (Faroe Islands) is it because I need to request that the language be added first? I’ve been hovering around the translation guide line hand book, but cannot for the life of me figure out where I need to submit the request. Could someone please advise?
