Where in the page do I put the code?

The link is to a page with an article I wrote elsewhere. It includes reference to “Going Local” which is the committee of which I was a member and wrote the piece. However, this is a personal blog and any reader would not know what Going Local is. I wrote an aside that I want to place literally like an aside that you might see in a newspaper or magazine. And I’m not seeing how to do this.
