Where is the choose template drop down in admin in 2.8.1?

I can’t seem to find where I can choose the template in admin. Yes, I have created and uploaded several files with

at the top, they don’t show up anywhere that I can see. In 2.5 they showed up on each create post, or create page admin page. …
