Where is the .css file?

Im running this theme: Bootstrap Basic4
https://tah.www.ads-software.com/themes/bootstrap-basic4/I want to change the css of the site for example the background.
CTRL+i -> _reboot.scss -> /themes/bootstrap-basic4/scss/_reboot.scssBut there is no map /scss
How do i change the .css of this theme?
