Where is the editor (for themes) on the dashboard?

    I cannot see the “Editor” feature for themes, under Appearance.

    My choices under Appearance are:
    -themes
    -customize
    -widgets
    -menus
    -header
    -background
    -theme test drive (a plugin)
    -edit css

    I DO have it on a different WordPress installation, but not this one!

    Can anyone enlighten me?
