where is wp-config-extra.php?

Hi, I upgraded from 1.0.2 tu 1.2 mingus.
I noticed that in the new version there weren’t a file called wp-config-extra.php, which I edited to diplay dates and other in my language (italian)
So i kept my old file, but it seems it doesn’t word anyway…
Where in the new version i modify date etc?
