Where to find plugin writers?

I have an upcoming personal project that Id like to get completed as un painful as possible. Looking for the BEST place to find an individual to write a custom plugin, pretty simple idea layout and money is offered. I’ve looked at various freelance websites, and this seems pretty appealing. Anyone else have any better ideas?
