Where's the settings menu?

I’ve tried on both WP 3.9.2 and 4, and the settings menu as shown in the screenshots is nowhere to be found.
There’s a menu in Appearance->YSG Settings, but it only gives a couple of basic options.
I’m able to add videos fine, as that menu shows up.
Any ideas?
