Which platform is viable solution for me ?

HI, I am trying to develop two websites, where I would be displaying videos from youtube and other video sharing sites. Basically it should have blog like features – only difference that instead of writing text, I would be embedding videos. You can call it video blog.

I want videos to be organised like youtube, by categories, should display most watched, best rated, similar videos ( similar based to tag ot title name) etc.

I would be using third party ( freelance) dervices to post videos on my site.( manual addition). So dont want to give all rights thirdparty/freelancer. They should not be authorised to delete published content. I should have master control to delete/edit videos.

In a long run, If the site gets popular, I would allow registered user to post videos by themselves. Some of them become moderators who maintain the quality and integrity.

Given above scope, what should be viable platform for me? I am only looking to invest up to few hundreds.

1) WordPress
2) Joomla
3) Custom CMS ( Php/.net based)

Please guide. I have understanding about basic technologies but no programming background.
