Which plugins are free?

All plugins and themes on WPORG are free. However, where plugins allow you to connect to 3rd party services, you should be aware that there may be a charge to use those services.

Yes, you can. all themes & plugins on WPORG are licensed under GPL. However, it is normally recommended that you create a child theme for any theme customisations to ensure that you can upgrade the parent theme safely without losing your modifications.

With regard to plugins, it is best to contact each plugin developer to ask for the best way to customise his/her plugin.

Intresting that you say you just can take contact with each plugin developer. That is very much easier than said than done. I have tried for one week to get answers due to Issues with Plugins that slow down my blog.
