Whitelist IP Block Username

I whitelist my IPs, but I see a lot of attempts from external locations trying to access with a valid username.

I’d like to blacklist the username publicly, but still use it from a whitelisted IP, is this possible? I guess I’m not sure how the two lists operate between each other.
