Anyone can sign-up whether they are registered or non-registered users. There currently is not a way to restrict this within the plugin itself. However, you can create pages that are accessible to only registered users and just put the sign-up sheet short code to that page. This can be restricted programmatically or you can use a plugin like https://www.ads-software.com/plugins/wordpress-access-control/
