    The plugin adds users to sites as members to that site. Which is not the same as being added to the network.

    I can’t tell you what role they need for ‘buying products’ but on multisite, they actually do not need to be a site member to comment. All network members can comment on all sites as psudeo subscribers.

    I have tested out commenting and shopping (Woo) on a subsite without being a member and everything works as normal.

    I understand why a site admin might add a user to their site directly if they wanted to give them admin privileges but are there advantages to either the network admin or the site admin/owner to having users as ordinary “subscriber” members do you think?

    I think that entirely depends on what the users need access to and how you restrict it.
