why are some plugins not listed via the dashboard

The plugins that appear on the plugin explorer come from www.ads-software.com/plugins and were published following the www.ads-software.com guidelines: https://developer.www.ads-software.com/plugins/wordpress-org/detailed-plugin-guidelines/

I see how it works. It tells enough about the plugins that meet the guidelines of WP.

But is there a list of plugins that are not meeting the guidelines and the reasons why?

yes, Perhaps some plugin developers don’t want their plugins to have GPL licenses and would prefer to remain closed source
