Why can't we just permanently block failed logins by default?

Why is the max rule for failed logins a block of only 60 days? So if I forget to manually add their IP to the permanent block list, then I have to deal with the same idiots again in 60 days?
Have an “Amount of time a user is locked out: Permanent” option in the Login Security Options area, and also have them blocked from the entire site (not just logins), so when they block themselves out, I don’t have to do anything manually.
