Why do images have top level permalinks

I was trying to publish a new page and I noticed my images have top level urls.
If I have an image uploaded with the name “More_Twitter,” it then can be access at https://www.mydomain.com/More_Twitter/. Is this a setting a missed or would it be a plugin that I’m using? I am trying to disable this feature, because I want to use those permalinks for pages.
