    you are getting this black bar cause you are already logged-in. wordpress offers this black bar to switch between the site and dashboard/admin area.

    This black bar will only display if someone has logged-in into your site. so don’t worry no one can access this dashboard area without login.

    if your site provides registration and login, you can also set user roles and permissions to the users, so they will not be access the complete dashboard.

    final solution : you can hide this black bar by profile setting, click on edit my profile link from the top right side and uncheck the toolbar checkbox.
