Why doesn’t the system cancel unpaid memberships?

We use the Paypal Express payment gateway. We often find active memberships that have not paid for several months and the suscription appear paused on Paypal.
We have found many active memberships that have had their Paypal subscription paused for more than 6 months.
Why doesn’t the system cancel or pause memberships in this situation? Why don’t you even have that option?
We have to be all the time controlling unpaid subscriptions in Paypal to cancel them manually.
The system should automatically cancel or pause the membership on the first unsuccessful payment attempt. But it doesn’t even offer a way to see which members are in that situation.
For us this is clearly a big bug.
