Why my notifications status are all in queued?

    I successfully installed OneSignal and got the bell icon on the bottom-right on my mobile phone screen. I’ve already subscribed my website and the system also showed that my new post notifications have been sent, but nothing is sent to my cell phone. I’ve also subscribed my website by PC, but can’t see the notifications either. By checking my notification status, I figured out that my messages are all staying in queue? Why does that happen?
