Why no half stars for accurate averages

Hi, so I am wondering why there aren’t any half filled stars or quarter filled stars to show a true average of star ratings? You could have 2 4 star reviews and 9 5 star reviews and the property being reviewed shows as a 4 star property. Google reviews will use partially filled stars to represent a true average. Are we able to that?
