Why only 3 related posts shown?

I have followed this worked example for displaying related posts:

It display 2 related posts at the bottom of the page, which is perfect. However, despite there being 9 posts with the same category – only 3 display. You can see this by clicking on the related links; the same 3 results are shown all the time:

How do i fix this?
