Why plugins not working on my server??

I tried so many plugins and they all has similar problem when I’m using them. Such as Post view count plugin, it should show total count and daily count, but when I loggin as admin of my website, everything is working, once I log out, the daily count will not work, the number will be same as total views number. Another weird thing is similar when I’m using kk Star Ratings plugin, I can see its working well after I login as admin, after I log out it change to static state!! I mean you cannot vote at all!!
This is my website which I’m talking about, you can see the view number at to bottom of post, the total views is same as daily views, but I can see the correct date when I log into admin…
Does anyone know this? Basically I’m doubt because my server is windows
