Why so many stylesheets and js files?

Why does WordPress require so many separate stylesheets and JavaScript files? I understand that it is modular and different pages might require different stylesheets, but can’t they be merged before transmission from the server?
I know some plugins do this, but only to a small extent. They always miss half or more of the stylesheets that get sent as individual files thereby increasing the number of requests per page view.
If there wasn’t a limitation within WordPress I assume plugins would be successful in merging static resources. Anyone know what the problem is?

Use this really good plugin (i do):
https://www.ads-software.com/plugins/autoptimize/I do not use any cache or plugins like WP Super Cache, HyperCache, Com??et Cache or KeyCDN’s Cache Enabler os use CDN(tested them all..slowing ).
One thing they al do is tracking/monitoring your website.
There al Evall… Autoptimize is not doing that.
