Why WP-HOOKS-JS & WP-I18N-JS loading – Please answer to this “bug”

I’ve noticed that some scripts suddenly appear when I use Contact Form 7, and I’m really eager to find out whether this is a bug or if it’s something necessary. I’ve posted about this three times in the forum but haven’t received any response. I genuinely believe this could be a bug, and it would mean a lot to me if I could finally get an answer.
