Widget button in toolbar

Is it possible to allow to enable or disable manually the widget button called “sitemap” in the toolbar of the edition page or post ?
It could be nice to make it enable by default, then leave us a way to desactivate it.
Generally, we add 1 sitemap per website and only one. And we do not need to have every days this button. When the sitemap created, the button become useless forever.
The idea is set it enable by default, but give a way for end user to decide to disable the button.
