Widget css/js files not loading

The gctwidget.css and jquery.cycle.all.js files are not loading in my page when I use the testimonials in a widget. Are there any issues that might prevent this plugin working correctly when used in a widget? I have tried WordPress in debug mode and no errors are flagged so any pointers to assist the debug would be appreciated.
