Widget page reorganized and not working

  • Widgets are not working since install of 3.9.1 Widget page not working, cannot rearrange, drag, or insert any code in widget boxes. Widget functionality not working, i.e. ‘popular posts’ not displaying in sidebar. PLUGINS are not working when installed.
    3.9.1 installed by host (GoDaddy because auto install button simply ended on blank page with tool icon, (non-functional) Post/page individual hit counters not working. Some formatting issues displayed.

    Is this a common problem, and is there a fix?
