Widget Setting Import "No file was uploaded"

WordPress 3.8 on Windows Server 2008 SBS PHP v5.4
I’ve tried the plugins widget-sttings-importexport v1 and v1.2
When I select the file widget_data-blue.json and select Show Widget Setting it returns No file was updated.
Any help would be appreciated. -Thank you
