Widgets – Footer

Hi!

I manage two wordpress sites, and one of them, when I go to Appearance> Widgets, has Footer #1 Footer #2 and Footer #3. But when I go to Appearance> Widgets for my other website, the footers are not there. Is there a plugin missing from one of them, or is it related to the theme?

Any suggestions on how I can add a footer are to my other website would be greatly appreciated ??
