Widgets in widget area collapase and will not open

I am running a BuddyPress site. recently i noticed that when i add a new widget to the widget area, it will immediately collapse and hide all options showing only the “Close” and “remove” options.

This happens with almost ALL widgets, both core and plugin widgets. The only widget i have been able to get to work so far is the Custom HTML widget.

Widgets that are already in widget areas are not having this issue.

I have tried the following:

1. Disabling ALL plugins…issue persists.
2. Changing memory limit in /wp-includes/default-constants.php to 64MB and to 128MB…issue persists
3. cleared caches, disabled all caching on WP and Server…issue persists.

I am not sure what to try next.
