Wild card redirect not working

I have redirects such as the following set up (no regex):
From
/en/shop-filter/*To
/en/shop/filter/*But then I still get 404s when I visit for example /en/shop-filter/fabric/patterned/ (which should redirect to /en/shop/filter/fabric/patterned/, which exists)
I am using WPML, not sure if this is related.
