I was thinking of hiring a php developer (who has no prior experience with WP) to customize WP to my needs. However I read now that WP is not php but Perl cgi based. Does that mean the developer won’t be able to do the job?
What skills must I look for to find someone capable of understanding and customizing WP?
Thanks to anyone who can advise me.
(and this is NOT a job offer)

WordPress is most definitely PHP based. A PHP developer with knowledge of MySQL is what you need, if you’re talking about modifying the behaviour of WP rather than just its appearance.

I don’t know where you read that but it’s wrong. WordPress is a PHP application. Knowledge if it (and MySQL) should get any developer through. But keep in mind WordPress is a full-blown application. Like a C programmer customizing an application written in that language, experience with WordPress and its internals helps as well.

    Thank you for your answer
    Yes I had double checked.
For questions of appearance, is CSS the skill I must check?

(x)html and css are very useful for theme work, yes. And a willingness to explore the Codex here for info on tags and “the loop”.
