will it do the following

I want to set up delivery charges as following, will it do this?

0-5 miles free if basket over ￡12 if not charge ￡5
5-10 miles free if basket over ￡32 if not charge ￡8
10-15 miles if basket over ￡62 if not charge ￡12

also want to discount based on product category qty (mixed products in same category)
e.g.
1 bottle ￡3.50
3 bottles ￡10.00 extras charged at ￡3.33 each (mixed bottles)
12 bottles ￡36.00 (mixed bottles)
